Ogun Assembly Advances Judiciary, Rural Roads Bills, Introduces Pregnancy Regulation Bill

Abeokuta – The Ogun State House of Assembly has passed for second reading two bills aimed at strengthening the state’s judiciary and improving the administration of rural roads, while also introducing a new bill seeking to regulate matters relating to the termination of pregnancy.

The bills were considered during the plenary presided over by the Speaker, Rt. Hon. Oludaisi Elemide.

The two bills that scaled second reading are the Ogun State Judicial Institute Bill, 2026 (H.B. No. 033/OG/2026) and the Ogun State Rural Access Roads Agency (Amendment) Bill, 2026 (H.B. No. 035/OG/2026). Both proposals seek to strengthen institutional frameworks and improve service delivery in their respective sectors.

Leading debate on the Judicial Institute Bill, its sponsor, Hon. Oluseun Adesanya, said the proposed legislation would establish a professional training institute for judicial officers and staff in Ogun State. He explained that the bill would provide the legal framework for regulating the institute, define its administrative and governance structure, and enhance professionalism and efficiency within the state’s judiciary.

The motion for the bill’s second reading was seconded by Hon. Yusuf Amosun.

Also presenting the Rural Access Roads Agency (Amendment) Bill, sponsor Hon. Babatunde Tella said the amendment was necessary to correct an omission in the existing law concerning the remuneration of the agency’s Director-General. According to him, the proposed amendment would strengthen the agency’s operational structure and improve its effectiveness. The motion for the bill’s second reading was seconded by Hon. Adebisi Oyedele.

Following deliberations, Speaker Elemide referred the Judicial Institute Bill to the House Committee on Justice, Ethics and Public Petitions, while the Rural Access Roads Agency (Amendment) Bill was committed to the House Committee on Water Resources, Energy and Rural Development for further legislative consideration.

Meanwhile, the House also recorded the first reading of a bill seeking to regulate matters relating to the termination of pregnancy in Ogun State. The bill was formally introduced after the Clerk and Head of Legislative Service, Mr Sakiru Adebakin, read its title before the lawmakers.

In a related development, Speaker Elemide announced that the member representing Ijebu East State Constituency, Hon. Waliu Owode, had returned to the Peoples Democratic Party (PDP), making him the only opposition lawmaker currently serving in the Ogun State House of Assembly.
