Ipokia Local Government Holds Capacity-Building Training for Staff

The Management of Ipokia Local Government has conducted an in-house training for its workers, the training which rested on Local Government Law and Financial Memoranda, witnessed a large turnout of the staff at the building of the Nigeria Union of Local Government Employees (NULGE), within the Secretariat on Wednesday, 25/06/2025.












The training, a continuous exercise, was declared Open by the Head of Local Government Administration, Mr. Emmanuel Pogbe. he charged workers to pay rapt attention to the lectures and internalise them. He also said that the report on the training will be forwarded to the Local Government Service Commission in Abeokuta.
The Resource Person on Local Government Law, Mr. Isikalu Goriola Olufemi (FCPA), commenced his lecture with the definition of Local Government Council and Local Government Area. The answer was provided by the Director in charge of Works, Housing, Land and Survey, Engr. Tinuosho Taiwo Olaneye (MNSE).
Definition and responsibilities of the Legislative Council were critically examined by Mr. Isikalu, he listed budget passing, oversight function and Law enactments among others. He speaks extensively on the litigation unit, which handles legal matters on behalf of the Local Government.
The departments that constitute the Local Government were thoroughly discussed, emphasising their operations during the training.
Other issues discussed revolved around the duties of the Executive, the aim of the Local Government, and its coronation with the Legislative Council.
The Second Resource Person, Mr. Lukman Bakenne (FCA), the Deputy Director of Finance and Supplies to the Local Government, presented a paper on Modern Financial Memoranda. He defines it as rules, regulations, and principles governing Revenue generation and expenditure in the Local Government.
Dwelling on the Source of Revenue for the Local Government, Mr. Bakenne listed two sources they are External Revenue from the Federal Government and Internally Generated Revenue.
He also shed light on how the Revenue is being disbursed, commencing with permission from HOLGA to raise a memo on the purpose the fund is needed. The order of movement of the memo is from the subordinate officer to the Director/Head of the department.
He, however, disclosed that the memo moves from HOLGA to higher authorities, either the political functionaries, and finally to the desk of the Executive Chairman, where final approval is granted. He further said that a requested fund which is above #250,000 Naira must pass through the Finance and General Purpose Committee, and the one above #4 Million Naira can only be approved by the Ministry of Local Government and Chieftancy Affairs.
He equally shed light on the raising and movement of Voucher and Internal Auditor responsibilities.
Various questions and issues were raised by the staff during the training session, and they were addressed.
In his closing remarks, the HOLGA, Mr. Emmanuel Pogbe, commented on the workers for composing themselves properly and promised a more lively training in subsequent training.
