Abeokuta North Legislative Council Moves to Streamline Motorcycle Operations, Boosts IGR

ABEOKUTA – In a decisive plenary session held on Tuesday, October 28, 2025, the Abeokuta North Local Government Legislative Council passed key resolutions aimed at regulating motorcycle unions, enhancing revenue generation, and strengthening security within its jurisdiction.

The legislative action was initiated by a motion sponsored by Hon. Sikiru Tunde Sanni, Councillor representing Totoro/Sokori Ward 11, and subsequently seconded by Hon. Dapo Sotunde of Ward 1. Following extensive deliberations, the Council ratified the following resolutions:

1. Delisting of AREWA Union as Revenue Agent
The Legislative Council resolved to formally de-recognise the AREWA Motorcycle Union as an authorised agent for revenue collection. The Council determined that the union lacks the statutory mandate to collect taxes, levies, or rates from commercial motorcycle operators within the local government area.

The union is, however, permitted to collect internal membership dues exclusively from its registered members. Such collections must be conducted strictly within its official premises or by its duly accredited officials to ensure compliance and order.

2. Mandatory Monthly Insurance Scheme
In a move to standardise operations and enhance public safety, the Council enacted a mandate requiring all motorcycle riders and their passengers to subscribe to a monthly insurance premium, explicitly prohibiting daily payments.

For efficient administration, the Council is considering the three officially recognised unions—ACOMORAN, AMORAN, and ROMO—to serve as coordinating bodies for the collection and management of this insurance levy.

The legislative body emphasised that the immediate implementation of these resolutions is critical to boosting the Internally Generated Revenue (IGR) profile of the local government and reinforcing security surveillance mechanisms across the various wards.

All relevant enforcement agencies and stakeholders have been directed by the Council to ensure strict adherence to these new regulations and to maintain orderly conduct within the local government area.
